JTB, a tour operator who buys many Fantasy on Ice tickets in bulk and sells full packages, had to return some SS seats, which otherwise have all been sold in previous drafts (the Japanese system of ticket lotteries for events is rather complex); there have been repeated complains that with the very high price of these tours, the accommodation was subpar, and I bet many people preferred to take the pain of arranging their own tour this year, particularly as accommodation seems easier in Niigata. But entering into a draft needs to have a Japanese phone number.
For more remote seats, it's not entirely impossible that there will be a few tickets available on site, particularly on Friday evening (it's less likely on Saturday and Sunday); such was the case in Sendai because of exceptional circumstances (same Weekend as Sendai International Semi-Marathon with 10,000 participants; so no accommodation was available for 2d draft winners and later; in addition to the disruption in transportation due to the typhoon alert, which forced for instance JTB to cancel their bookings and had other ticket holders arrive after the Friday show) : there were still empty seats in the upper ranks on Friday, but it was sold out on Saturday and Sunday.

Normally, all Fantasy on Ice shows are recorded, but for Niigata, none will be live streamed as far as I know, and only Day 3 is planned to be broadcast on BS JSport 4 on June 27th, with a repeat on July 30th; we can still hope later broadcasts of the first two days.
As to Fantasy on Ice in Kobe (also featuring Deniss Vasiljevs and Stéphane Lambiel), Day 3 will be streamed live on CS Fuji 2 (June 25, so), and rebroadcast on BS Fuji on July 8th; while an undisclosed Kobe show is to be broadcast by local Kansai TV on July 3d:

In the same way, we can hope later broadcasts. Sometimes they happen months later! Usually they're mentioned in the Yuzuru Hanyu Fan Fest.
Most of broadcast are recorded by kind fans, and posted on Chinese platforms.

Oh, interesting, I didn't realize Fantasy on Ice tickets are bought in bulk and resold by travel agents like JTB. This info seems more relevant to the Fantasy on Ice general thread at The Edge than Deniss' fan fest, but interesting info nonetheless. From my experience with other Japanese ice shows I buy them on my own directly from the official seller like Pia or Lawson (well, individual friends in Japan helped me buy them, but they're nothing like travel agents) and arrange the transportation and accommodation on my own.

I'm sure Niigata locals will have no problem buying the tickets though! The ICE (post-Mao edition) has stopped there in 2019 and 2022 and it's a stop they consistently sell out even during weekdays, they even sell out the tickets sold in D-day as they can release more seats after the equipment are settled (usually those new tickets are seats previously reserved for equipment). I'm sure Fantasy on Ice won't have any issue with that.
