Should quads per program be limited to balance artistry?

The 3 quads idea would not really suppress the competition among successive generations of aspiring quad gods. The top gun could still dominate by doing, say, 3A, 3Lz and 3F, leaving the runners up to do what they can with 2 quad toes and a quad Salchow.

Or, if the restriction were "only three jumping passes that contain a quad," this would invite a new era of quad/quad combos that would satisfy the higher faster stronger contingent.
