Should skaters receive "clean program" bonuses?

A bonus for skating clean simply means we go back to someone like Lysacek winning the Olympics. No one's going to go harder, higher, faster (and more intricate for that matter) if it's not worth the gamble.

I agree with whoever said up the penalties for falls, but also reduce the value of jumps to make skaters work up the other elements which may not risk falls but are an integral part of the sport.
