Yep. At the GPF, the Spanish ice dancers were in the gala (Hurtado & Diaz) and Javier Raya. And last year at the Olympics, Radionova was in the gala even though she didn't compete in Sochi.

They can invite whoever, that's how the synchro team from Finland got there. They usually have like a young rising star from the host country.
