Yes. If Italy doesn't use all their spots, then the US is the first in line for them. Italy isn't super deep and with Matteo heading to the GP, they don't have a ton of JGP-eligible skaters left.
So if there's 3 skaters total and both get two spots got six total spots , then 14 (2 entries in 7 events ) -6 = 8. If US takes 1 spot for all events, then Ukraine and Japan are next in line for that extra spot.

I can only answer one question.Camden Pulkinen plans to stay junior internationally and go to seniors nationally.

I'm in the same boat as you. I would be delighted if Sean got the SA TBD; I love seeing fresh faces on the GP circuit! We might have to wait until after Philly Intl. though, where there's Tim Dolensky and (maybe?) Alexander Johnson, who's campaigning for his 2nd spot.

And ... IMO, seems very possible that Jimmy Ma, who will be in Philadelphia, could make a big splash -- so perhaps he would be in the mix as well.
