Sigh, this was brought up right after Worlds, that the decision to make only the national champ guaranteed to worlds instead of the top 2 was most likely because of other disciplines second place senior skater, but they certainly can't say ladies top 2 senior eligible skaters are named to Worlds and the other disciplines have to fight it out at other competitions.
And regarding 'never done that before' (while I admit I don't know the Rus Fed's concrete rules on team selection) this goes back to the "body of work" argument that comes into play now with the US skaters; up until recently it was almost never used and now we are seeing it with more frequency and people started complaining that it was never used before - well it was/is in the rules and it could have always come into play.
In my adult life, my coworkers and I ended up at a mall rink for our lunch hour (our offices were damaged in a flood so temporary offices were by the mall and we weirdly ended up going on a lunch hour to the ice rink and no alcohol was not involved in the decision-making process) and 1 of the guys asked how to skate backwards, I said "you skate up to the boards, turn around and push off with your hands"
This is 1 of the problems with parents being coaches for their kids.
