I've never seen that written or mentioned anywherelook at her combo jumps. her landing foot does an edge change/ an S run and sometimes even like a hop going to the second jump. It is weird but surprisingly it is a feature in the code. I honestly think it is just a bad technique
Are you sure any such mention is referring to the BO edge between jumps in a combo and not a transition going into or out of the combo?
From my understanding it's neither penalised nor rewarded... just as others mentioned above it tends to co-occur with loss of speed between jumps (which is more of a GOE thing, not an error like an edge call). I think it happens when the torso/pelvis loses its check after landing the first jump and overtwists slightly - e.g. if you rotate CCW, landing with the left side too open, doing a RBO-RBI shift would help to realign your body over the takeoff edge for the toeloop.
True that it's not exclusive to Kamila, I've seen it in some junior boys too, e.g. Yablokov. Both he and Kamila land in more of a turned-out first arabesque position than a square aeroplane-style one. I think it's harder to get a toeloop out of such a position without some sort of biomechanical compensation.
And is common knowledge in general with the CoP, for "weak landings" and "loss of flow". It's brought up all the time for certain men.
