Why are so many of these senior women only doing +2toe combinations?

Because an underrated +3T with a negative GOE and a high risk of a fall is worth less than a clean +2T
You know, I found it interesting during the pairs SP when Ben and Ashley said it was better for the pairs team to only attempt double SBS jumps whereas I always thought it was better to attempt the triple with full rotation and take the fall. Planning a double just seems to be the easy way out and you’re never going to challenge for a podium place in a major international if you avoid taking risks and dumb down your difficulty.

for a lot of these skaters, Nationals is their end goal every season. They know they won't get international assignments, because the US has a very deep field and they aren't quite at the same level as the other skaters. They spend their fall season working to qualify for Nationals through the Sectionals program. This is their version of Worlds, this is what they've spent their whole lives training for, and so they'd rather put out a clean program that they feel proud of rather than a messy downgraded 3T.
