So what placements does the Finns need to have locked in two spots? Because if they need to confirm the 2nd spot at Chinese nebelhorn do they have a third team that is good enough to confirm it? Not sure T/V can advantage enough. This all is giving me a headache

No qualifying spot for Finns. They get either 1 or 2 here. Two is still very possible (total placements 28 or less)
