Because no one (maybe except Canadian fans) considers Rochette as a top skater comparable to world medalists. I think Mao with one mistake should always be ahead of perfectly clean Rochette. Yuna Kim's score at worlds SP was very close to Rochette's. At least she landed a triple (f)lip-triple toe combo.

Me too. As bekalc mentioned, I definitely think there's a valid argument that her marks could have been lower.
I disagree I think that Mao missed two elements. Rochette ONE.
Mao also failed to do a solo triple jump, doubling it instead — which is two botched jump elements to Joannie's one.

Joannie certainly made two mistakes - she fell on her Flip and then completely left out the second jump. That is why falling in the first jump of the combo in the SP is so harsh. You just missed two things.
Mao singled her second jump of the combo (almost as bad as leaving it out completely) and she doubled her Lutz (equally as bad or a bit worse than falling).
The fact of the matter is that Mao received a deduction for failing to do a complete combo and Joannie did not, even though she made the same mistake. The current CoP has blatant flaws and this is yet another of them.
