Why is it that in figure skating if someone withdraws the next skater on the list doesn't get to take their place. It doesnt make sense - that happens in most other sports. If someone scratches out of an event they have alternates.

I hope Korean ladies will have their 2 spots in the upcoming years (or even 3!!), since there's some real potential emerging.
