There rarely have been a drastic difference when it comes to Russians imo. The gap is rarely over 10 points across both programs. A skater who was achieving 230 domestically was getting at least 220 or close internationally. The worst i've seen is in USA and France. Italy too.
In Russia, it's probably in men discipline that's the scores are the most cooked.

I don't want to be that gal, but the situation nowadays is very different. Not just because the attitude towards Russian skaters has shifted, but also because tech panels have been uncharacteristically strict multiple times this season. They downright slaughtered whole fields during the JGP, and certainly not because these skaters had more issues than other fields.

Even the Japanese skaters, who are certainly very used to strict panels were in for a few nasty surprises

I don't want to be that gal, but the situation nowadays is very different. Not just because the attitude towards Russian skaters has shifted, but also because tech panels have been uncharacteristically strict multiple times this season. They downright slaughtered whole fields during the JGP, and certainly not because these skaters had more issues than other fields.

Even the Japanese skaters, who are certainly very used to strict panels were in for a few nasty surprises

If you do a Madonna program and wear glitter you can underrotate 7 times and the judges not call any of them

Yes, funny how that works out. Maia still being in first. Sigh. I understand certain skaters are held up, but when it comes at the expense of those who are laying it out today, it is very sad.

I personally liked Vazhnova's program honestly, contrary to what seems to be the consensus. I thought it was cohesive enough and her natural charm managed it.

Unless you are talking about Russians who skate for other countries, Russians are not being scored internationally so far, so we don't know. Though i won't be surprised to see low PCS even for well skated programs when they will come back.
I don't know about "uncharacteristically" but i was always seeing strict tech panels when i was watching intl comps. Not all comps but a good number, especially comps in Canada. The only big exceptions were GPF and worlds, especially for the last two groups. And of course WTT. And TPs are always lenients on top skaters. I'm sure they have been lenients on those skaters during the first two GPs.
