David Shteyngart's FS this year for example, it's still nowhere to be found. So the blanket license might not be all-blanketing then?

as I said, the blanket licenses work for musicians/composers members of that copyright association. Most of them sign up for these but some composers do not and prefer not getting these small fees from live music/streaming and be pains in the butts for figure skaters.
