Completely independent of Ted, in my personal experience, it is not necessary to be raised in a bilingual environment in order to learn how to pronounce names in one of the main languages used in the country you've lived in for the majority of your life. It does help, but it's not absolutely needed.Remember, Ted's a Kiwi. He only moved to Canada when he was a teenager. He didn't grow up in the bi-lingual environment that most Canadians do.

From Beverly Hills Cop - the opening scenes of the movie were from my birthplace Detroit. I traveled those streets going to University and later working in the major medical center near where the chase scenes were filled.

Detroit gets so much bad press, but it has some really nice places and some wonderful old places.That must be so cool, having a film made where you grew up. Seeing places you know, and seeing how they have been changed for the filming. or not, as the case may be. And being able to add wee snippets of information to whoever is watching with you.
Somehow, I don't think I'll ever be able to do that! My town is too small.
That said, I was able to recognise places in "Belfast".
