Because she started the pick-in for the second toe, the tech panel has to count it as a jump - it's in the rulebook, it has to be called as a 3T+1T*. So, if she added the combo on the loop she'd get an illegal element and it would affect her GOE on the loop

Because she tapped in for the combo the first time. If she tapped in she would have a REP on the combo.
