Wow, some unexpected transparency from the ISU today.
It published a list of countries that applied for 2019 ISU Championships.
(The deadline for applications was Apr 15, 2016.)
Finally, some hard data (one season's worth, at least) for the GS discussions of which countries would be interested in taking on the responsibility of hosting an ISU Championship.
