Nebelhorn is for countries to get the last few Olympic spots. Technically, SK is allotted one spot per each discipline due to being the host country but I suspect that is only given if they didn't have anyone qualified in these qualifier events. Also, there's two more internal qualifications: Skate Korea and Nationals.
