The ISU has posted a new communication regarding the updated single and pair skating Scale of Values:

Major Points:

• Jumps marked with the quarter are now included with jumps marked e, !, <, << in the scale, previously qs were only able to be applied in the reviewing process. Their base value is still the same as the normal jump without the "q", however.
• Jumps marked with "b" indicating a bonus are now included in the protocol as well (Only applicable for novice level skaters).
• All base values are the same from what I can see.
