You're entitled to your opinion, of course, but you might want to take a look at the protocols again.
Without a quad, Jason placed fourth in the free skate, behind only Fernandez (3 quads) Brezina (2 quads) and Voronov (1 quad). Yet the base technical value of his quadless program, at 75.36, was only 3.61 points lower than Fernandez's program; 1.24 lower than Brezina's, and was actually 3.55 points HIGHER than Voronov's. In addition, his total GOE, at 4.96 points, though far lower than Voronov's at 9.48 points, was actually higher than both Fernandez's (4.46) and Brezina's (4.38) (who also had a 1.0 deduction for a fall). So it's pretty clear that the judges disagree with your assessment that Jason has "poor" technical skills. I personally think Voronov was overmarked in GOE, but hey, the judges disagree.
With respect to PCS, I actually think Jason was undermarked in the FS, but again, the judges disagree. I will note, though, that his personal best component score is 85.84, which is substantially higher than both Voronov's (80.56) and Brezina's (80.66), though quite a bit lower than Javi's (91.18).
