I think 12th is good enough. Canada and Korea ended up 11th and 12th in Ladies and will send 2 skaters next year, so the same logic applies here (unless there is something I am not aware of).

No, they already had two spots (and both qualified for the FS) and ended up with 27 and 28 points together.
