I have a theory that this program is about Y2K, they party like it's "1999", suggesting that it is, in fact, 1999, and Y2K is fast approaching. Phebe and James witness apocalyptic-like "Purple Rain". This causes everyone to "Go Crazy" due to Y2K hysteria, and Phebe's dress is shredded in the resulting battle.
