Kamila right after SP:

- When I entered the short program, I was very tense. Due to the fact that this is a team tournament, there was a little more responsibility than usual. I am glad that I did it, that I skated today for my own pleasure and controlled all the movements that I do. I hope I gave at least some part of my soul to the judges, spectators and coaches,” Valieva told Match TV.

- How worried were you?

- Enough. But I got through it. This is probably a plus for me, because this is the Olympic Games. It's a great honor to come here. There is a different atmosphere in contrast to the European and world championships. Here you feel at home, everyone helps you, smiles. There is no tension, which sometimes some journalists whip up. ...

I am very happy to be at the Olympics. I brought the maximum number of points to my country and our team today.

I will not talk about the goals for the Olympics. Why did me skate with headphones in training? It's just music, there's no secret,” said Valieva.

“The Americans gave me a standing ovation? It's very nice, these are the athletes who understand how to ride.

It's great that they all enjoyed it. Not only Americans - Canadians, other national teams. It's inspiring

That's the thing. RusFed is playing it safe too much. Considering that both Wakaba and Karen are not exactly known for having great PB in SP they could easily put Anna or even Sasha in SP instead with very minimal risk.
you're probably right but:
All 3 girls have stable/multiple quad meaning the would crash the FS with BV only.
Only one girl has a stable 3A so she could be on top of BV in the SP no matter what.
It make no sense not not use the sure bet on the SP to use it on the FS just to gamble

ISU page is updated says its Valieva, Russia actually did 0 swaps for the team event. Which is disappointing, in 2018 they substituted in a injured Medvedeva and this puts Shcherbakova as the only reigning world champ to not skate here in the team event
Yes, this decision looks unfair. Officials are afraid to miss the gold even in such a favorable situation.
