Something like the old Pro tour with greats of the past included to compete with the youngsters , but a limit on jump passes and the tie breaker the artistic mark might work.
 
Sorry to jump in considering I do not have much to say regarding most of your post but where does this mistaken idea come from that Sasha loses points falling on the 3A vs. a clean 2A axel? Sasha's score is the exact same to within a few tenths of a points. It is one of the quirks of the scoring system that the 2A BV is so low vs. the high BV of the 3A.

Now when Sasha finally lands a 3A in competition it will dramatically improve her score. It will improve her PB by a lot.
Interesting. Maybe this is why she keeps fighting for her 3A in the short program.

Actually you're wrong on the triple axel, at the Olympics she got 2.2 points for the triple axel and at Worlds 2021 4.3 for a clean double axel. Plus hypothetically speaking her PCS might have been higher.

Yeah, a clean 2A with at least 0 GOE is better when it comes to points than a fall on even a fully-rotated 3A. But, the 3A fall is not the reason she lost, even a clean 2A with generous positive GOE would have likely not been enough to beat Anna.

Anna's score was higher than Sasha's by 4.22 points, so there would still be a gap of 2.12 points - Even clean, Sasha would have never received 37.6 points in PCS (higher than Anna's PCS by 0.27 and lower than Kamila's by only 0.05).

If she had not had the mistake on the 2A+3T in the Free (which lost her approximately 1.62 points), maybe an argument could be made that it was the 3A< fall that cost her the Olympic Gold, as only 0.5 points would have been missing with a clean 2A instead and a PCS score of 35.98 could have definitely been given by generous judges for a clean program.

Sasha was amazing at the Olympics. That was her best free skate in an international event. She landed a 4F, a 4S (my favourite quad) and two 4Lz’s in the second half of the program, even though one was under rotated, it is two 4Lz’s! 😳. To land and master three different quads is spectacular. Which is why I can tell she felt cheated as you can tell she thought she was superior due to her technical abilities.

Just to add to your tally. Sasha also lost due to lack of artistry with PCS score.
Her PCS and skating skills still needs some work and in my opinion, she was over scored in that area. I’m glad the panel still values artistry in skating. I didn’t like Sasha’s or Kamila’s free skates this year. Even though Kamila is the best overall skater. Her Bolero program wasn’t to my liking. Anna is the perfect balance between a technical skate and a good program layout. I was invested in Anna due to the fact that she gets her quads out of the way, at the beginning, and then emotionally connects with the rest of the program. Anna was just spectacular and always peaks at the right time. Anna only needed to master one quad: the 4F. She landed both perfectly. She skated and all her elements were in green with the technical panel. Her artistry is superior, even though I think she too was also over scored in that area, compared to Sasha and this allows Anna a buffer of at least one quad due to this advantage. So, this puts pressure on Sasha to land more quads. I agree with you about the mistakes with the 2A 3T and 4T making a difference. Every element has a certain value and you can do the math to figure out that all these tiny mistakes of falling on the 3A, and mistakes on the 4T and 2A 3T all made a difference. Also, what also makes a small difference is the lutz loop combo. Sasha used to land this jump and when you do the math, this combo in the free could have also made a difference.
 
Very disappointing and unprofessional of Plushenko, not informing the skaters beforehand. They have a right to know exactly at which events they agree to perform. This is their international careers that may be compromised, not Plushenko's. Good for Liza and co. to have taken a stand against such underhand tactics.

Not good for anyone. Does Plushenko realize this is going to make athletes shy away from his shows and schools after this underhanded move?
