They probably just did it for the day for some reason. Costumes weren't ready and maybe this girl grew out of her last season's uniform.

By the way this is Pleskacheva's outfit from last season so likely not a final choice for anybody.

RIA journalist wrote about it on his social media but I have doubts about it

1) During the press conference in May the Federation pointed out that they aren't lowering age limits. This season's rules also have no room for age exceptions.
2) He didn't post it in RIA News.
3) The last exception was made to Tuktamysheva when she was 11. Because there were no strong senior women in Russia.

I think Petrosian is the only threat out of those skaters (unfortunately I think it will take time for Akatieva to reclaim previous form), but of course Zhilina is a possible threat if she can regain old form (I'm not sure about this either). Petrosian might have grown and the jumps became harder. It's going to be a very close season.
