How did he end up skating for UBZ if his father is Chinese and he was born in Moscow?

I believe one of his grandparents were/is Uzbekistani and he did visit them there, so it's not like he just bought citizenship or something.

:-) I wasn't thinking he bought it. I was just wondering because I often find it really interesting how skaters end up skating for other countries than the one they were born in. Like with a lot of the skaters from small federations.
