I don't know, I see top single girls doing pretty long twizzles with the same difficulty-elements, and even faster than a lot of dancers, but I can't remember the last time one of them stepped out of it.
I think they tend to include at least 1 early number to keep it interesting. I've noticed a pattern that the headliners are weighted towards the end of the event, yet there tends to be at least one early outlier.
That normally only happens to those who are not on the national team.
