Ladies LP scores question

I wonder if a -2, -GOE could anyway end up as 0 (maybe -GOE just means no positive GOE?), because 'e' markings are supposedly also mandatory -GOE this season, and yet there are skaters who get 0 GOE from some judges for an 'e' jump. Are judges told immediately, before they score a jump, whether it's marked as 'e'? Are they also told whether a jump is downgraded?
 
As far as I know, it is just a mistake on the part of the judges when they give a 0 GOE in circumstances where the rules call for a mandatory negative. It happens a lot, though. You would think they could could rig the computer to override the judges in such cases. (?)

That's really weird. Even if they can't/won't rig the computer to change the GOE to -1, they could still pull out the judges after an event to remind them. And yet, this "0" GOE has happened a lot this season, and there doesn't seem to be a diminishing in occurrences. Maybe some judges are unhappy with the CoP in this regard and do it in protest, and the ISU is at an impasse wrt exactly what it wants to enforce, so they're just leaving the 0's as they are for the time-being?

It does seem kinda unfair that a minor two-footing or a minor flutz (tech panels are supposed to flag only "obvious" edge violations and alert them to the judges, but who's to say what constitutes "obvious"?) get penalized as much as a severe one, and that there should be no way to compensate for them through other means.

Or give them an error message "invalid value for this condition" and not allow them to enter value larger than -1.
