Still all of her wonderful and not so wonderful traits should be reflected in her scores. Being small doen't explain her magical tes, you know.
According to the rule book, they are justifiable:

6) good flow from entry to exit including jump combinations / sequences

8) element matched to the musical structure
Basically, Satoko gets 2 bullets for any jump that is effortless and with good flow (most of her jumps in her program). If it matches the musical structure (which is at the discretion of a judge), that's another bullet. If she has good extension (which she usually does on her controlled landings, with toe pointed out and back upright and stretched instead of hunched), that's another bullet. And if there are transitions into/out of them, it's more bullets.
Looking at her FS:
1) 3Z+2T+2L: effortless throughout, good flow from entry to exit, varied position in the air (with tano on the loop)... +1... some judges gave 0's on this, only one +2
2) 3L: effortless, good flow... +1 ... LFI-RBO choctaw entry edge transition (the exit of the jump - a bracket with a toe step to facilitate it - was arguably a transition because it's harder than the RBO-LFO 3turn most skaters do after a jump landing)
3) 3F: effortless, good flow, difficult counter entry, exit leap off the landing edge... +2.. most judges gave her +1
4) 3Z: effortless, good flow, choctaw entry... +1 (the two +2s were generous... although I think this had acceptable height/distance and wouldn't reduce her GOE on this jumping pass)
5) 2A+3T: effortless, good flow... no transitions, but matched musical structure,
6) 3S: effortless, good flow, difficult walley preceding... would give this no more than a +1 (which 6 out of 9 gave her, rest were +2)
7) 2A+3T: this was the only pass that was truly overscored for me... would have give in mainly +1s, and some 0's
Looking at her jumps, if she actually had acceptable height on them, they might be worth +2/+3, so if a judge gives a GOE reduction of -1 (they can give -1 to -2 for poor height/distance), Satoko can still get +1/+2... especially if they are preceded/followed by transitions.
Again she didn't get any +3's (mind you +3s are usually given like candy to top-level skaters, so I actually feel the +1/+2s are taking into account the tiny height).
And again, her advantage is that she makes the jumps look easy and effortless, whereas skaters like Medvedeva and Radionova look like they have to muscle their jumps around. Of all the skaters, she gives me the greatest sense of ease when I watch her jump... it's not awe-inducing height, but it's very neat and precise and integrated into the program instead of "Oh, I'm about to jump now. Pray for me." It also looks like she gets fairly good distance, even if the height isn't there.
