Ugozhaev doesn't have his tech minimums according to the ISU list. There's still a little time for him to go get them, but not much.

So the junior version of the Denis Ten Memorial that Ugozhaev went to didn't give him a tech minimum?

Both Dikidzhi and Ugozhaev aren't on the list, despite the fact they competeted at the Memorial. Not sure why. Some later competitions have already been added.

I believe we discussed this back in the Denis Ten Memorial Thread. There was a particular reason why juniors didn't count as an ISU competition (either not enough judges/technical specialists from different countries or not enough entries in one discipline from different countries). But when I went back to check yesterday, I couldn't find the discussion anymore. So maybe I'm mixing it up with another competition. It is also not listed as an ISU competition on the ISU homepage. In fact, results and protocols for the junior competitions can't even be accessed anymore, because the official website of DT Memorial 2021 is offline now.
That said, I think it would be fair to send Yablokov, Lutfullin, and Kovalev to JWC based on their season's results and the fact that they could actually make use of the senior GP assignments. On a good day, all three of them are capable of beating Malinin at least. Hopefully the fed comes to a quick decision and doesn't repeat the drama of senior men assignments.
That said, I think it would be fair to send Yablokov, Lutfullin, and Kovalev to JWC based on their season's results and the fact that they could actually make use of the senior GP assignments. Oh my, they can't be serious.
There are 10 days between the end of RCF (and juniors usually skate last) and start of JWC. How will any of the guys have a meaningful preparation for JWC when they are forced to peak two weeks earlier?The only silver lining is that Gleb will have another chance to make his case, but honestly, they could have just named him to the team anyway.

So everyone has to regroup and try again?! And in only two weeks? That's not enough time for any meaningful changes is it? And now there's pressure on boys who didn't have a good event...like Kirill Sarnovsky...to throw everything including the kitchen sink at this competition in the vain hope it'll make a difference and as @CrazyKittenLady says even if does work, the "lucky" boys have to do it again 10 days later? Yeah, no...
Unsatisfactory results? Call me pessimistic but I feel like there's gonna be even more of them after the Russian Cup Final.
RusFed remains a clown show.

Kirill Sarnovsky didn't have a worse event than the majority of skaters, and realistically he's not making it to Junior Worlds anyway. I'd expect it to be more of a nerve-wreaking competition for those who have both a chance and a need to go. As for RusFed, as it has been said many times, they don't appear to think psychological health of skaters is a real thing they need to take into account. If you can't survive the reskates it's your problem, toughen up.

I can't help thinking maybe Kirill doesn't know that or even if he does a part of him really wants to go. I mean that's what being an athlete is, striving for the top. Go big or go home. But I'm biased because he's my fave and all.

he must be kicking himself and now this teeny tiny light has been offered. It's a recipe for disaster to be honest. What if these lads hurt themselves throwing themselves into more quads 
Their approach is absolutely messed up, the ISU should say something.
And having typed that out I realised how dumb it sounds. They care even less!

Rukhin is a mess. I don't know what happened to him this season that made him run first to TT, then to AoP, but he's clearly having serious problems.

I assume this also means that Yablokov, Kovalev, and Dikidzhi will have to compete in junior RCF, even though they competed as seniors in the Cup series? This is all such a mess.

Dikidzhi can't got to JWC but I think he has to compete here because he needs to make the junior team for the next season.
Oh, what if he wins? It'd be an even bigger mess.

What if little Kolya Kolesnikov puts a 3A in his SP and wins? Will RusFed anoint him the new saviour and future of Russian men's skating at age 12?
After watching 2 seasons of russian nationals , I think if a skater wins, then it must be bcoz the rusfed wanted. The skater might have a surprisingly good skate but the judges will keep them in check with pcs. This time the skaters fell right and left, even the judges couldn't do much.

Green for the Hopeful! I like that. Mozalev is just a treasure trove of titles, lol. Count, Marquis and Admiral. I think his Russian fandom stopped on Count.in honor of Mozalev we cancall this green Marquis green(designers make color names up all the time, i don't see why we can't), green in italy is also the color of hope, so Hope Green sounds great too
