What was the Tech Panel doing during their skate though?!
Interesting question! For once, I wouldn't blame the tech panel for this, the choreo was very borderline when it came to following the requirements of the rhythm dance. Many couples do get away with breaking these requirements, so people forget about them. But also, they change based on rink size (If skate america is an NHL rink, the rules are sometimes not applied).
At first, it looked like Mrazeks broke centreline rules at the beginning, and they came less than 1m in front of the judges before going backwards (almost in the middle of the rink).

The tech panel, even knowing this probably wasn't a choreo step, could call it a choreo step, especially if it looked like they were breaking the centreline rule (which is only allowed in midline and choreo step). The mrazeks however didnt execute it to choreo step requirement, so it was an invalid choreo step, so it got no credit and when their actual choreostep was called it was in the system as a repeated element.

I assume you know about this rule, im just putting it here if people don't know about the rule. For those who don't know about this rule (for the rythm dance), here is a simplified explanation. If you cross the red line, you can't cross the red line again until you cross the blue line. If you cross the blue line, you can't cross it again until you cross the red line. And you can only loop around once in each quadrant.
After, in review they must have determined the first attempt wasn't meeting the criteria to be called as an attempt (I.e. they didn't break the centreline rule), so it was considered safe. Or if its an NHL rink, the rule doesnt really apply like this. But it's an easy mistake to make with the way their program was choreographed at the start.
