I don't think they had special flags for any of the medalists, and they just showed the winner's flag from the array of flags they had for all the countries participating. There was some confusion on the pairs podium as the medalists looked around for their flags. And I believe I caught glimpses of China's flag next to Canada's.
And even if that is true, you're right that it is bad.
